Michael S. Gillespie is a life-long resident of Hawkins County. He resides in the farming community of Carter's Valley. Married to Stacey Byrd Gillespie and has two children, Noah Lauren. An avid outdoorsman who enjoys hunting, fishing, and golf. He began his career after high school at TRW (ZF) of Rogersville and dedicated 31 years to the company, with 21 years in supervision, front-line leadership and then as business unit manager.
Michael's heart is in service and community. He and his family are active members of Big Creek Missionary Baptist Church. He fully realizes the importance of faith, integrity, honesty and community involvement. He pledges to offer a dedicated work-ethic with transparency, accessibility to represent interests for all of Hawkins County.

What is a Reappraisal?
- Updates property values to reflect current market conditions in our county.
- Ensures fairness and equity among all property owners.
- Bases values on actual sales data.
- Fulfills required Tennessee Code Annotated Law 67-5-1601.
- Distributes the tax burden fairly among all property owners.
What is the Certified Tax Rate?
- Tennessee state law requires the State Board of Equalization to calculate and certify a new tax rate that keeps overall property tax revenue the same as the year before reappraisal (excluding new construction and improvements).
- The certified tax rate calculated by the State Board of Equalization prevents the county from automatically collecting more revenue in the event property values increase. However, it does NOT guarantee that each individual tax bill will stay the same.
- If a higher rate is adopted by the County Commission, it is considered a tax increase and requires public notices and hearings.
Appeal Process
- Contact the Assessors office (423)272-8505 to request informal review.
- Property owners must present documentation and/or proof of a lower value for re-assessment consideration.
- If unresolved, file an appeal with the County Board of Equalization.
- County Board of Equalization will hold hearings from 06/01/2026-06/26/2026.
- If unresolved, further appeals may be made to the State Board of Equalization. Deadlines are strictly enforced under Tennessee law.

Important Facts
Greenbelt Property is subject to a roll-back tax once the land ceases to qualify for greenbelt status. The roll-back tax is the amount of taxes saved in the last three years by the property being on greenbelt.
